What is the Wigan Borough Local Plan?

The Local Plan is a key document for the Council, it sets out the vision for the future and a framework for planning applications and other planning related decisions. Therefore, it helps decide where regeneration and development happen in Wigan borough.

Regeneration could include homes, schools, retail, health facilities, work spaces, community spaces etc. The plan and supporting policies help determine the location and how these places should look.

Consultation on the initial draft of the Wigan Borough Local Plan ended on Tuesday 24th June 2025

Thank you to all residents, businesses and other stakeholders who have submitted comments. Your views are really important to us.

We are reviewing all the comments received and using them to shape the Publication version of the Local Plan. This is the version of the plan that we want to adopt and it will be subject to one further consultation before we submit it to the Secretary of State for independent examination, along with any representations received at that stage. 

The Publication version of the Local Plan will be supported by a robust evidence base, a full Integrated Assessment of its policies and proposals against sustainability, health and equality considerations, and a Habitats and Regulation Assessment. A Consultation Report summarising the comments received on the initial draft of the Local Plan and our response will also be published at this stage.

Local Plan phases:

The review of the Local Plan is taking place over a three-year period, with four rounds of consultation and engagement.

  1. Key issues and opportunities (Undertaken during October to December 2022)
  2. Options and preferences (Undertaken during October to December 2023)
  3. Consultation on the initial draft plan (Undertaken during April to June 2025).
  4. Consultation on the 'Publication' version of the plan – Expected in 2026.
