I object to the proposals on this website

Local resident affected by the North site but i access my property from the south site so my comments equally apply to both the proposed North and South Sites

Whilst i recognise a need for an adequate supply of affordable housing, i reject these proposals as being unsuitable for the sites in question. The bell estate is was build in the 1970s and consists mainly of 2-3 bed semi detached properties, occupied mainly by couples with young children or older people who have lived on the estate since the properties were build.

These proposals have been ill thought out and it shouldn't have to take multiple requests from residents for clarity on the proposals.

Re the North Site. You had adequate opportunity to purchase the North site yet chose not to and a builder developed it instead. This would have been more than suitable for what you are now proposing. Why was this land not purchased before the builder and developed instead ?

The builder hasn't even had the chance to sell his houses yet and these are unoccupied. So 5 families, couples, individual occupiers don't even get a chance to comment on these proposals which is very very wrong.

You haven't even posted any site elevations or what the exterior of both apartments (north/south) are going to look like. Re the North Site, You are shoe-horning another property into an small area of overdevelopment creating a poor relationship with surrounding properties which conflicts with Policy CP10 of the Wigan Local Plan Core Strategy, the design objectives detailed in the National Planning Policy Framework (2021) and the guidance within the Council's adopted Supplementary Planning Document 'Design Guide for Residential Development.

Both the North and the south site are extremely cramped for any future residents with limited views and next to no amenity space for future occupiers, therefore this would not meet aims and objectives of Policies CP10 and CP17 of the Wigan Local Plan Core, and the design and amenity objectives of the National Planning Policy Framework and the guidance within the Council's adopted Supplementary Planning Document 'Design Guide for Residential Development.

Both sites have a lot of pedestrian traffic from Dog walkers /children Dean Trust School and walking home. You state that access to City road will be maintained and access to the field at Heysham will be maintained. The purpose of any new development is to design out crime. The plans are unclear it seems as if the access will be turned into two small narrow alley ways rather than the nice bright open space on both sites that this is now. We on the North Site already experience a large amount of litter from pedestrians so how to you propose to design out crime and make it a safe environment for both the residents of Orrell Hall Close, the new development, and City Road. I therefore believe that The new development is therefore contrary to Policy CP10 of the Wigan Local Plan Core Strategy, and the design objectives of the National Planning Policy Framework.

Re the planned parking for the North Site. It seems that you have 4 spaces on City Road. This road is extremely busy at all times of the day and the site is less than 100 yards from a busy round about. How do you propose that future residents safely access these spaces ? What happens when they have visitors ? No parking has been made available for visitors/deliveries etc They will more than likely park in Orrell Hall Close.

Both Sites are designated as amenity green space on the Wigan BC open data mapping, reference PE/AG/95. Orrell Hall Close in particular has a large amount of young children who play at the bottom of the street and use the North site along with dog walkers, runners and other pedestrians. With the new development from the private builder we will potentially be seeing an extra 10 cars + visitors on the street and the new council development could see this increase further. How do you propose to guarantee the safety of the children and other pedestrians who use both areas ? The proposals therefore conflict with CP9.4 of your own Local Plan Core Strategy

The Wigan BC SLHAA confirms that for the period 2022-37 there is the potential for 16627 new homes. In summary i find that this project will add very little value and will not contribute to this overall number when it is clearly in contradiction with a number of your own policies as stated in the spacial plan when there are a number of larger more suitable sites such as North Leigh Park, East of Atherton and Garrett Hall Astley would be more suitable.
