Concentrate on canal paths and non traffic routes. Mixed cycle and walking routes alongside roads are no good as cycles never use them.

Cycle paths are used when they connect up properly. Also bikes aren't sat stuck in traffic... so they're pretty quick and small compared to cars and aren't seen as much. If the canal network was extensive this idea would work but it's just 1 route.
