Bee Active Network - Scheme Proposals

Funding has been secured to develop and deliver improvements to local infrastructure in Golborne and Lowton, to improve connectivity, accessibility and make it easier for people to walk, wheel, and cycle.

Despite being so close together, getting between Lowton and Golborne can be difficult. These proposals would improve sustainable transport links for both communities. Improvements will help connect people to key services and the new train station when built, while supporting the local economy to grow and help improve the environment. 

This scheme includes a mix of on and off-road proposals, such as new walking, wheeling and cycling facilities and crossing points - addressing some long-standing gaps in the local network.  For example, installing a new Toucan crossing will reconnect Heath Lane, currently severed by the A580 East Lancashire Road.

Funding has been secured to develop and deliver improvements to local infrastructure in Golborne and Lowton, to improve connectivity, accessibility and make it easier for people to walk, wheel, and cycle.

Proposal 1: A580 East Lancashire Road / Heath Lane

The following interventions are proposed:

  • A new Toucan crossing point across the A580 to reconnect Heath Lane – currently severed by the A580 East Lancashire Road.
  • To make this new crossing point as safe as possible, it is proposed to close off the left turn into Heath Lane from the A580 East Lancashire Road.
  • In line with most other residential roads in the borough, it is proposed to reduce the speed limit on Heath Lane from 30mph to 20mph, making it a more appealing and safer environment for walking, wheeling and cycling.

To the north of the A580, it is proposed to create a new path for pedestrians and cyclists between the junctions of Stone Cross Lane and Heath Lane, improving connections to Thompsons Farm Meadow by widening and surfacing the existing link.

Proposal 2. Stone Cross Park Industrial Estate (Yew Tree Way)

The following interventions are proposed:

  • A separated cycleway and footway are proposed around Stone Cross Industrial Estate, noting that this has no impact to Yew Tree Way’s existing highway width. The part of the scheme aims to provide a safer, dedicated space for walking, wheeling, and cycling, reducing interactions with traffic, in particular HGV’s.
  • The new footway and cycleway is proposed to start past the junction with McDonalds and tie round the industrial estate to reach the link to Nook Lane.
  • The cut-through between Nook Lane and Yew Tree Way is planned to be resurfaced and widened, making it easier to walk, wheel and cycle.

The crossing points around the roundabout with Bridge Bank Close will be to make it easier to get across, and provide better off-road links to Bridge Street (Proposal 3)

Proposal 3. Bridge Street Connections

The following interventions are proposed:

  • Off-road improvements are proposed from Yew Tree roundabout to Bridge Street at the side of Lidl. The existing footpath will be widened, lit and resurfaced so it can be safely used by pedestrians and cyclists.
  • Noting the route passes via a bridge over Millingford Brook and passes under the rail bridge. This will be lit to make the route safer and more appealing to walk, wheel and cycle. Better lighting can enhance visibility, increasing confidence and security for those using it.

This provides direct connections to Proposal 2 (Stone Cross Park Industrial Estate)

Proposal 4. Nook Lane and Beyond

The following interventions are proposed:

  • A separated walking, wheeling and cycling route on the south side of Nook Lane from the link with Yew Tree Way to near Barrowdale Road. This route will connect to the footprint of the future Golborne Station Rail scheme, enabling more people to have the choice to walk and cycle to the new station.
  • A Zebra crossing is proposed to allow safe crossing and enable individuals and families to walk or cycle to school and other local services.

Bus stop improvements are also proposed to provide a more safe and attractive waiting environment.

Proposal 5. Area-wide improvements

Think about how you use your local streets; or main roads in Lowton and Golborne such as Church Lane, Slag Lane or Newton Road; what are the changes and improvements you’d like to see? How can they be made better places for walking, wheeling or cycling for people of all generations?

As the people who use the streets every day, what are your top priorities you think need to improve?

For example:

  • Are there enough dropped kerbs for wheelchair and pushchair users?
  • Are there uneven footway surfaces that make it difficult for those with mobility issues to get around?
  • Are there other road junctions that would benefit from traffic calming and better crossings at side roads?
  • Would any of the estates benefit from having ‘quiet streets’? (Quiet streets are usually residential streets with measures to reduce traffic volumes and lower speed limits which make it safer and more attractive to walk, wheel and cycle on),
  • Would any streets benefit from wayfinding signs and markings to key destinations within the area?
  • Do you know of any short-cuts that would benefit from surfacing or lighting to make them feel safer and more attractive to use?
  • Which roads are awkward or hard to cross and would benefit from a crossing point?
  • On your journeys, is there enough places to sit and rest or bin your litter?
  • Are there any streets with space for trees? Would you like to see other 'greening' on your street, such as planters? And if so, where?
