
Bee Active Network - Scheme Proposals
Funding has been secured to develop and deliver improvements to local infrastructure in Golborne and Lowton, to improve connectivity, accessibility and make it easier for people to walk, wheel, and cycle.
Despite being so close together, getting between Lowton and Golborne can be difficult. These proposals would improve sustainable transport links for both communities. Improvements will help connect people to key services and the new train station when built, while supporting the local economy to grow and help improve the environment.
This scheme includes a mix of on and off-road proposals, such as new walking, wheeling and cycling facilities and crossing points - addressing some long-standing gaps in the local network. For example, installing a new Toucan crossing will reconnect Heath Lane, currently severed by the A580 East Lancashire Road.

To help with developing the scheme proposals, a seven-week public engagement was completed from Monday 28th July until Friday 19th September 2025.
As the engagement period has now closed, all feedback has been considered and a summary of comments and responses are available below, which will be used to help guide the next phases of the project.
