Housing Context

Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.

Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.

Belle Green lane

The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Belle Green Lane in Ince has been identified as a potential site for a small development of new homes.

 Proposals

The proposal is to redevelop the site with new homes, which would include 12 directly accessible apartments. These would be owned by the Council for rent, designed to high space, energy efficient and sustainability standards to meet the demand for 1 bedroom accommodation in the area.

The development would take the appearance of six new houses, with parking and garden areas provided.

Wigan Council in partnership with Wiggett Construction can confirm that completion of the Wigan Council new build development of affordable homes at Factory Street, Atherton was achieved in January 2026.

This modern development of 12 directly accessible apartments was designed to high space, energy efficiency and sustainability standards. We have attached a few photographs of the scheme below.
