Potential Future Re-development – Open Land at Belle Green Lane, Ince
Housing Context
Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.
Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.
Belle Green lane
The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Belle Green Lane in Ince has been identified as a potential site for a small development of new homes.
Proposals
The proposal is to redevelop the site with new homes, which would include 12 directly accessible apartments. These would be owned by the Council for rent, designed to high space, energy efficient and sustainability standards to meet the demand for 1 bedroom accommodation in the area.
The development would take the appearance of six new houses, with parking and garden areas provided.

We are seeking comments about the scheme between the 2nd November – 28th November 2023.
The draft plans are available to view on this site and the scheme would comprise of:
- Demolition of the former Engineers arms pub
- Construction of 12 direct access apartments
- A new parking area off Belle green lane
Please feel free to respond to the consultation online by midnight 28th November. Please note, we will post a response at the end of the consultation on this platform to comments received. All comments will collated and used to influence the proposals going forward.
Following your responses, we are seeking to submit proposals for planning consideration in December 2023, aiming for permission to be granted in February 2024.
Subject to this, we would anticipate development could commence by April 2024 and the build to be complete by April 2025.
