Housing Context

Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.

Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.

Heysham Road and City Road

The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Heysham Road and City Road in Orrell has been identified as a potential site for a small development of new homes.

Proposals

The proposal is to redevelop the site with new homes, which would include 8 directly accessible apartments. These would be owned by the Council for rent, designed to high space, energy efficient and sustainability standards to meet the demand for 1 bedroom accommodation in the area.

The development would take the appearance of four new houses, with each of these split into two apartments and include private parking and garden areas.

The development of the site on the corner of Heysham Road and Bell Lane would maintain access to the green space behind. The development of the site off City Road would maintain access to Orrell Hall Close.

Pre planning application consultation, Heysham Road and City Road, Orrell

Please note that this consultation ended midnight 17th December 2023. Please find the outcome of this consultation attached below.

We are seeking comments about the scheme between the 21st November – 17th December 2023.

The draft plans are available to view on this site and the scheme would comprise of:

  • Four apartments on the site on the corner of Heysham Road and Bell Lane, next to number 3
  • Four apartments on the land between Orrell Hall Close and City Road
  • Following our site investigations and discussions with the local planning team, the area of land at the top of Heysham Road is not considered suitable for development and is not being pursued further

The proposed scheme has been designed to meet local housing needs, with a significant shortfall of one bedroom accommodation available in the area. All the homes will be owned and managed by Wigan Council.

The properties will be mainly let to single people in need of council accommodation, although couples may also be considered for some of the units.

Please feel free to respond to the consultation online by midnight 17th December 2023.  Please note, we will post a response at the end of the consultation on this platform to comments received. All comments will collated and used to influence the proposals going forward.

Following your responses, we are seeking to submit proposals for planning consideration in December 2023, aiming for permission to be granted in February 2024.

Subject to this, we would anticipate development could commence by April 2024 and the build to be complete by April 2025.

Please Note:

In response to comments received asking for clarification on the locations of the proposed housing development, a site location plan has been added with the locations indicated in red:

  • South Site - Four apartments on the site on the corner of Heysham Road and Bell Lane, next to number 3
  • North Site - Four apartments on the land between Orrell Hall Close and City Road.

The area of land at the top of Heysham Road, located between number 64 and 66 is not included in the proposals as, following our site investigations and discussions with the local planning team, the area is not considered suitable for development.
