Housing Context
Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.
Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.
Heysham Road and City Road
The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Heysham Road and City Road in Orrell has been identified as a potential site for a small development of new homes.
Proposals
The proposal is to redevelop the site with new homes, which would include 8 directly accessible apartments. These would be owned by the Council for rent, designed to high space, energy efficient and sustainability standards to meet the demand for 1 bedroom accommodation in the area.
The development would take the appearance of four new houses, with each of these split into two apartments and include private parking and garden areas.
The development of the site on the corner of Heysham Road and Bell Lane would maintain access to the green space behind. The development of the site off City Road would maintain access to Orrell Hall Close.

Following the consultation on the proposals for Heysham Road and City Road, Orrell, we have provided a collective response to comments made.
We would like to inform you that a planning application for the redevelopment of the land at Heysham Road and City Road, Orrell was submitted to Planning, this can be viewed on the Council’s planning portal link below. There, you will be able to view all associated documents.
The proposed scheme comprises of four 1 bedroom/ 2 person and four 1 bedroom/ 1 person cottage style apartments taking the appearance of four new houses. All first and subsequent lettings of the homes will be to applicants in priority groups in accordance with the council’s allocations policy and local housing need. The properties will be mainly let to single people in need of council accommodation, although couples may also be considered for some of the units The accommodation has been specifically designed to provide a safe and affordable home for these residents.
