Potential Future Development – Open Land at Heysham Road and City Road, Orrell
Housing Context
Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.
Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.
Heysham Road and City Road
The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Heysham Road and City Road in Orrell has been identified as a potential site for a small development of new homes.
Proposals
The proposal is to redevelop the site with new homes, which would include 8 directly accessible apartments. These would be owned by the Council for rent, designed to high space, energy efficient and sustainability standards to meet the demand for 1 bedroom accommodation in the area.
The development would take the appearance of four new houses, with each of these split into two apartments and include private parking and garden areas.
The development of the site on the corner of Heysham Road and Bell Lane would maintain access to the green space behind. The development of the site off City Road would maintain access to Orrell Hall Close.

Wigan Council in partnership with Wiggett Construction can confirm that completion of the Wigan Council new build development of affordable homes at Heysham Road, Pemberton was achieved in April 2026.
