Potential Future Redevelopment – Land at Keble Grove, Leigh
Housing Context
Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.
Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.
Keble Grove
The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Keble Grove, Leigh has been identified as a potential site for a small development of new homes.
Proposals
We are looking to develop 24 x 1 bed apartments on the site for affordable rent. The properties would be mainly let to single people in need of council accommodation, although couples may also be considered for some of the units. The proposed scheme has been designed to meet local housing needs and all the homes would be owned and managed by Wigan Council.

Keble Grove Pre Planning Consultation
Please note that this consultation ended at midnight on the 4th August 2024, an update following the consultation feedback will be provided in Phase 2.
We are asking for your comments and thoughts between 22nd July and 4th August 2024.
The draft plans are available to view (attached) and the scheme would comprise of:
- 24 high quality energy efficient 1 bed apartments
- Each property would have off street parking
- The properties would include gardens with new tree planting
- The open space which remains on Keble Grove would be improved with a new landscaping scheme
Please note, we will post a response at the end of the consultation on this platform to comments received. All comments will collated and used to influence the proposals going forward.
Following community consultation, we aim to submit a planning application. We will write to residents again to advise once this has been submitted providing a copy of the final plan and update this page.
You will still be able to make comments via the formal planning consultation process once the planning application has been submitted.
