Housing Context

Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.

Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.

 Logwood Place

The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and Logwood Place has been identified as a potential site.

 Proposals

Alternative options, including the cost and ability to refurbish and bring the homes to future requirements has been assessed. The proposal is to redevelop the site for an apartment based scheme owned by the Council for rent (including a number that are fully adapted for wheelchair users) designed to high space, energy efficient and sustainable standards to meet a range of needs and aspirations.

The total number of homes and what the scheme may look like, should the proposals proceed is to be determined through tenant and resident engagement and subject to Planning consideration. This progress is shown in the phases below.

Logwood Place Pre Planning Consultation

18 September 2023 - 1 October 2023

Pre Planning application consultation, Logwood Place, Newtown, Wigan

Following on from phase 1, we are seeking comments about the revised scheme between the 18th September – 1st October. 

To help, there is also a drop-in event at 15:00 – 19:00 on Wednesday 27th September at Worsley Hall CC, Bramble House, Broom Road, WN5 9QE where you can see the plans and ask any questions you may have.

These draft plans (please see attachments below) have evolved following your responses to the consultation that took place in the summer. In summary the changes include:

·        Inclusion of 2 bedroom apartments

·        Number of units on the site has been reduced from 80 down to 74

·        Increased land for amenity

·        Gated and controlled traffic access

·        Controlled building / site access

·        Boundary treatment

·        Garden maintenance

·        Construction traffic

Please feel free to attend the event and / or respond to the consultation online by midnight 1st October. Please note, we will post a response at the end of the consultation on this platform to comments received. All comments will collated and used to influence the proposals going forward.

Following your responses, we are seeking to submit proposals for planning consideration in October, aiming for permission to be granted in February 2024.

Subject to this, we would anticipate demolition to commence March 2024, building works to commence towards the end of 2024 / early 2025 and the build to be complete by spring 2027.
