Sheltered accommodation

Sheltered accommodation provides homes for older people, allowing residents to live a full and active life in their local community, whilst having support and safety within their home environment. Wigan Council owns and operates over 1200 sheltered and extra care homes across the borough. Wigan Council has a responsibility to ensure that all sheltered accommodation meets modern standards to meet the needs of their residents.

Moss Bank Court

Moss Bank Court was built in the 1982. As such its design does not meet modern sheltered accommodation standards. There are a number of flats in Moss Bank Court which would not be considered suitable accommodation for older people in current times. The current flats are smaller than we would expect for older people’s accommodation and do not have the turning circles to allow full wheelchair accessibility meaning that if your needs change, you may have to move to meet your housing needs or struggle to remain in your current home. In addition to this a full appraisal of the existing heating system is being undertaken by our consultants and will provide different costed options to consider for renewal.

We have developed proposals for Moss Bank Court which have been sent out to residents and have been included in the Consultation Pack in Phase 1 on this page.

Consultation

We are starting a statutory consultation period, which will run for six weeks regarding your views on the proposals for Moss Bank Court from 1st April 2025 to 13th May 2025.

Your views

We would like to re-assure you that no decisions have been made at this stage and as this is your home, we are seeking your views first and welcome any feedback you have.

We want to understand your views before we make any decisions. Under S.105 of the Housing Act 1985, the Council has a legal obligation to consult with its secure tenants and their families. In addition, we may also speak with the wider community and local residents at a later date regarding these proposals. The Council will consider any comments made about the building before a final decision is made.  

We have included a consultation pack, frequently asked questions, and floor plans sent to residents as an attachment to Phase 1 on this site. There is also an electronic version of the survey.

Consultation outcome

Further to our consultation in April/May 2025, we are now in a position to confirm that we will be moving forward with the planned refurbishment of Moss Bank Court.

The response from the consultation in April was overwhelmingly positive and as a result we have been working on the planning application and tender process to move forward with the proposals to improve Moss Bank Court which were shared at the consultation. These proposals were to remodel apartments to make them more accessible, improve the communal lounge, install new heating and windows throughout the building, replace the lift, replace the roof and new decoration and carpets throughout the building.

Feedback and response

We have sent this information via letter including a copy of the comments received during the consultation and our response to those comments. We have also incorporated the comments received within the proposals we are now working on.

Project update

We wanted to keep you informed and update you on actions carried out on this project. We can therefore confirm that we have completed the following:

  1. We are preparing to submit a planning application for the remodelling works in June of which we will have a decision in August.
  2. Once planning permission is approved, we will prepare the tender documents to get a contractor to carry out the works.

The tender process will involve some contractors visiting Moss Bank Court to look around over the coming months. We will ensure these visits are kept to a minimum.

We intend to start the works in January 2026. Once we have a contractor on board, we will meet with all residents again to talk through the process of the works, making sure you are fully informed of the works in your properties and when they will be done. We will also provide an opportunity for you to meet with the contractor and their resident liaison officers before the works start.

As you know from when we visited Moss Bank Court all properties will be undergoing extensive internal remodelling works. We will communicate with you about how these works will be done once we have a contractor on board.

We have now started to move residents to other properties either on a temporary or permanent basis whilst the works are ongoing, as due to health & safety concerns, we are not able to carry out works to your home whilst you remain in the property. You will be notified once we are ready to start to look at options for you.
