Land at South Hindley

Introduction

Avison Young (with input from the technical team and OPEN) have been instructed by Wigan Council to prepare a planning application for a residential-led, mixed-use development at South Hindley.

The vision for South Hindley:

  • Create a high quality, sustainable community;
  • Provision of new family homes;
  • New opportunities for employment;
  • Creation of a place for people to work, live and play;
  • New strategic highway to link with surrounding areas and the wider region;
  • Improved biodiversity and green space.

2018 Application

On the 25th of May 2018, Wigan Council and Peel submitted a planning application (LPA reference: A/18/85784/OUTMAJ) for a residential-led mixed use scheme of up to 2,000 dwellings and associated infrastructure, new east west strategic link road with three new access points on Liverpool Road, Park Road and Leigh Road; up to 12 ha of new employment; and new open space and sports pitches, including new planting, play facilities, parking and internal road networks.

Since the 2018 submission, the application has not proceeded and has been held in abeyance by the Council. During this period, the project team have been working to significantly improve the proposals which has led to a full ‘refresh’ of this original application.

Key Benefits

Housing Provision – The proposed development would deliver a wide range of dwelling types, including affordable housing, and sizes to respond to identified local housing needs.

Local Centre - The proposed development would make provision for a new local centre incorporating a new primary school, and flexible provision for new retail, a healthcare centre, and / or other community facilities.

Public Realm – The proposed development will incorporate large areas of public open space, including improvements to the existing facilities at Leyland Park and the provision of new recreational ‘green routes’ for walking and cycling. This will improve the accessibility of the site and offer new recreation and sustainable travel opportunities for both the existing community of Hindley and new residents.

Enhanced Connectivity – Through the provision of a new strategic highway, the proposed development would enhance connectivity to the surrounding landscapes and urban areas as well as alleviating existing traffic congestion through Hindley. This will be enhanced further through the improved connectivity of local bus routes and active travel routes.

Physical Regeneration – The site currently contains a number of brownfield sites, old coal workings, mine shafts and contaminated land. The redevelopment of this site allows for the physical regeneration of this land.

Ecological Enhancement and Biodiversity Net Gain – Through the improvement of existing green spaces and provision of new green spaces, the proposed development provides an opportunity to ecologically enhance the site. Furthermore, the development would provide attractive sustainable drainage features to protect against flooding, maintain wildlife habitats and provide natural green corridors between them.

Job Creation – The construction of the proposed development would bring significant economic benefits in terms of job creation both directly and indirectly. Furthermore, there are small scale employment opportunities within the proposed local centre.

 Community Consultation

The project team are undertaking a consultation exercise to provide an opportunity for local stakeholders and local residents to have their say on the proposals.

  • 26th November (2-7pm) at St Peter’s Pavilion, Hurst Street, Hindley, Wigan, WN2 3DN 
  • 2nd December (1-6pm) at St John’s Church, Atherton Road, Hindley Green, Wigan, WN2 4SA
