Wigan Council Housing - Allocations Policy Review

Wigan Council are responsible for managing and maintaining, 21,000 council properties throughout the Wigan Borough. Last year only 1,075 properties became vacant and available for letting.

We currently have significant demand for social housing in Wigan, with over 12,000 applicants on the housing register. 6,000 applicants are bidding for properties on a regular basis. There is an average of 267 bids placed per property advertised.   

Given the low levels of available stock and increasing numbers on the register, we have decided it’s time to review our Allocations Policy.

By law every Local Authority must adopt a Housing Allocations Policy, which must be published and kept under review. The current Policy requires a review to make the Policy clearer, and to ensure it still reflects the Council’s priorities.

We want to know your views on the proposed changes; we hope that this survey will give you the opportunity to provide your views to influence the development of a new Allocation’s Policy for Wigan. Your responses will remain confidential.

The consultation period will run until 16th September 2025.

We will use your feedback to prepare a report later this year, for presentation to Elected Members at full council, who will make a final decision on the changes proposed following the consultation feedback.

Thank you to everyone who took part in the consultation on Wigan Council’s Housing Allocations Policy Review.


All feedback received during the engagement period has been carefully reviewed and was instrumental in shaping the final version of the new Allocations Policy.


The updated policy was approved by Full Council in November 2025.

We are now focusing on the implementation phase, with the new policy due to go live later in 2026.


All customers on the Housing Register will be contacted directly before any changes are made to their application, and they will be given the opportunity to discuss any questions or concerns with us.
