Potential Future Redevelopment – Land at Yates Street, Leigh
Housing Context
Across the country and here in Wigan borough there is unprecedented and growing demand for affordable housing. Wigan Council’s Housing Register has more than doubled over the last few years to about 15,000 applicants.
Through our new build housing programme, we are working proactively to deliver sustainable, affordable homes, in line with current and future housing legislation, and the need to play our part in tackling climate change.
Yates Street
The council actively manages its land and property to ensure that it is used to best effect to meet local priorities; including delivering much-needed good quality, affordable homes and the land at Yates Street, Leigh has been identified as a potential site for a small development of new homes.
Proposals
We are looking to develop 8 bungalows on the site for affordable rent. These will consist of a range of 1, 2 and 3 bed high quality and energy efficiency bungalows and be available for general let. Any new homes will be allocated through the Council’s approved allocations policy to households on the Housing Register. The Council will own and manage the homes on completion.

Phases
Yates Street Pre Planning Consultation
Please note that this consultation ended at midnight on the 19th June 2024, an update following the consultation feedback will be provided in Phase 2.
We are asking for your comments and thoughts between 5th June to 19th June 2024.
The draft plans are available to view (attached) and the scheme would comprise of:
- 8 high quality energy efficient bungalows with a range of 1, 2 and 3 bedrooms
- Each property will have off street parking
- Approximately 1/3 of the site will remain and be enhanced open space
- Improvements to the highway between Westbourne Ave and Holt Street
Please note, we will post a response at the end of the consultation on this platform to comments received. All comments will collated and used to influence the proposals going forward.
Following community consultation, we aim to submit a planning application. We will write to residents again to advise once this has been submitted providing a copy of the final plan and update this page.
You will still be able to make comments via the formal planning consultation process once the planning application has been submitted.
